
India and Seychelles unveiled a Joint Vision for Sustainability, Economic Growth and Security during President Dr Patrick Herminie’s State Visit to India, marking a new phase in bilateral relations.
At the invitation of Prime Minister Narendra Modi, the President of the Republic of Seychelles, Patrick Herminie, is on a State Visit to India from 5 to 10 February 2026. The visit comes just around 100 days after President Herminie assumed office and reflects the shared commitment of both countries to deepen their long-standing partnership.
The visit holds special importance as it coincides with the 50th Independence Anniversary of Seychelles and the completion of 50 years of diplomatic relations between India and Seychelles.

During their meeting on 9 February 2026, Prime Minister Modi and President Herminie held wide-ranging and productive discussions covering political, economic, security, development, and people-to-people cooperation. Prime Minister Modi congratulated President Herminie on his victory in the October 2025 elections. Both leaders reaffirmed that India and Seychelles, as close maritime neighbours, share a special and time-tested partnership rooted in history, kinship, democracy, and pluralism.
The leaders acknowledged that Seychelles plays an important role in India’s Vision MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions) and that the partnership contributes to peace, security, and stability in the Western Indian Ocean Region.
Recognising the strengths of both nations, the two leaders announced the Joint Vision for Sustainability, Economic Growth and Security through Enhanced Linkages (SESEL). This vision will guide cooperation across all major sectors in the coming years.
Both sides agreed to intensify high-level political exchanges, ministerial consultations, and parliamentary cooperation, including sharing best practices and capacity building. President Herminie thanked India for its consistent support through lines of credit, grants, capacity building, and high-impact community development projects.

Prime Minister Modi announced a USD 175 million Special Economic Package, including a Rupee-denominated Line of Credit of USD 125 million and USD 50 million in grant assistance. The package will support development projects, maritime security, defence cooperation, and capacity building, with a strong focus on sustainability and inclusive growth.
The leaders agreed to expand cooperation in digital transformation and Digital Public Infrastructure, including digital payments, tailored to Seychelles’ needs. In the health sector, India donated 10 advanced ambulances to Seychelles and agreed to work on affordable medicines, medical training, recruitment of Indian health professionals, and the construction of a new hospital.
India and Seychelles also agreed to strengthen cooperation under the Indian Technical and Economic Cooperation (ITEC) programme, including customised training for civil servants, defence personnel, and professionals in sectors such as cybersecurity, finance, agriculture, marine conservation, and climate change.
Both leaders reaffirmed their commitment to renewable energy, climate resilience, and sustainability. India agreed to support Seychelles in renewable energy projects, power grid management, green mobility, and disaster preparedness. Seychelles also agreed to join the Coalition for Disaster Resilient Infrastructure (CDRI).
Maritime security and defence cooperation were highlighted as key pillars of the partnership. Both sides committed to ensuring a free, open, safe, and secure Indian Ocean Region and to strengthening cooperation against piracy, illegal fishing, trafficking, and other transnational crimes. India reaffirmed its support to the Seychelles Defence Forces through training, equipment, and maritime surveillance.
The leaders stressed the need to expand trade, investment, connectivity, and tourism. They welcomed the rise in Indian tourists visiting Seychelles due to improved air connectivity and agreed to explore further flight links. Both sides also agreed to deepen cooperation in culture, education, youth exchanges, and tourism.
Concluding the meeting, both leaders expressed confidence that the decisions taken under the Joint Vision will deliver tangible benefits to the people of India and Seychelles. President Herminie thanked Prime Minister Modi for the warm hospitality and invited him to undertake an official visit to Seychelles at a mutually convenient time.
